Andy McCuistion became City Manager for the City of Canton in July 2007. He began his local government career as an Internal Auditor and later Chief Accountant for the City of Irving, Texas. After six years in Irving, he spent ten years as a Plant Accountant and Assistant Plant Manager. In 1990, he joined the City of Palestine as Director of Finance. After two years, he was appointed City Manager for the City, a position he held for four years. After leaving Palestine, Mr. McCuistion has worked in the private sector. He has a Bachelor of Business Administration degree from the University of Texas at El Paso and attended the Basic Economic Development Course at Texas A&M University. Mr. McCuistion served in the U.S. Navy from 1966-1970.

The City Manager is a position appointed by the City Council. The City Manager directs and administers city activities and directs the operation of the City according to the directions and policies established by the Mayor and City Council.

         

Assistant City Manager/Operations:

Lonny Cluck was appointed Assistant City Manager - Operations in March of 2009. Lonny previously held the positions of Grounds Supervisor, Operations Supervisor of First Monday and Director of Operations for the City.The Assistant City Manager is a position appointed by the City Council.

The Assistant City Manager directs First Monday operations, including but not limited to, maintenance, improvements, new construction, reservations, special events and personnel managements. The Assistant City Manager directs all Public Works Operations (water, wastewater, streets, parks and utilities) including but not limited to, maintenance, improvements, new construction and personnel management and carries out policies set forth by the City Manager.

Julie Seymore was named City Secretary in 2001. She was later also named Finance Officer for the City. Julie previously held the position of Civic Center Coordinator for seven years. She holds a Bachelor of Arts degree in Marketing from the University of Houston-University Park.

The City Secretary/Finance Officer plans, directs, manages and oversees the activities and operations of the Finance Depart; coordinates assigned activities with other departments and outside agencies and provides highly responsible and complex administrative support to the City Manager; coordinates the development and/or acquisition of technological improvements for the City, including vendor software and hardware selection. Under general administrative direction, performs duties as custodian of the official records for the City and Canton Economic Development Corporation; prepares and records City ordinances and proclamations, and City and CEDC agreements, contracts, deeds, easements, resolutions, legal notices and other legal documents as needed, conduct City elections, supervise administrative personnel and operations; assists with preparation and administration of annual budget, assists in projects as assigned by City Manager and City Council.
